Position: Project Manager / Scrum Master
Location: Pierre or Sioux Falls, SD (Remote)
Duration: Part Time
Job Description:
Recruiting focus.
Prioritize candidates with State Medicaid/healthcare IT experience where available, especially experience with case or care management, MMIS, HIE/EHR integration, HL7/FHIR, Azure, regulated healthcare data, system implementation, testing, and production support.
Key Responsibilities
Plan, organize, and execute project activities necessary to meet the PACT requirements.
Define and maintain project goals, scope, tasks, schedule, milestones, dependencies, and deliverables.
Plan and facilitate project kickoff.
Manage project staffing, assignments, dependencies, and delivery commitments.
Maintain the integrated project schedule, RAID log, action register, decision log, deliverable tracker, and change-control records.
Facilitate Agile/Scrum ceremonies, including sprint planning, backlog coordination, reviews/demos, retrospectives, and impediment resolution.
Coordinate closely with State project-management and BIT resources.
Monitor delivery against scope, schedule, quality, and budget.
Identify and escalate risks, issues, blockers, and decisions.
Manage stakeholder communications and project-status reporting.
Coordinate testing and training strategies, SIT, UAT, cutover, transition, change management, and training documentation.
Coordinate State review/sign-off of applicable deliverables.
Support go-live readiness, stabilization, transition, and Maintenance and Operations (M&O) planning.
Preferred Recruiting Profile
10+ years of IT project/program management experience.
Experience managing large State/Local Government or healthcare implementations strongly preferred.
Experience with Medicaid/MMIS/case-management/health IT programs preferred.
Strong Agile/Scrum delivery experience.
Experience managing system integration, testing, UAT, cutover, training, and production transition.
PMP preferred.
Certified ScrumMaster or comparable Agile certification preferred.
Strong executive communication and stakeholder-management skills
