Job Description

We are looking for a Temporary Procurement Specialist to support the U.S. Court of Appeals for the Federal Circuit. The focus of this role is to support federal procurement activities for the Procurement and Contracting Services (PCS) Department, with particular priority on time-sensitive FY2026 procurement actions.

This is a 4-month contract (90 workdays, conversion to FTE possible), full-time (Mon-Fri, typically 8:00 am 4:30 pm) onsite role at the U.S. Court of Appeals for the Federal Circuit in Washington, DC.

This is a W2 role with Stage 4 Solutions. Health benefits and 401K are offered.

Responsibilities:

• Process purchase orders for goods and services from government and non-government sources using the judiciary's financial management system (JIFMS) and route them for Contracting Officer approval.
• Support contracts throughout the procurement lifecycle, including initiation, administration, modifications, deobligations, and closeout.
• Review agreements and contracts prior to execution and provide timely feedback, recommendations, and required revisions.
• Draft Requests for Quotes (RFQs), Requests for Proposals (RFPs), and Requests for Information (RFIs) in accordance with applicable procurement policies and procedures.
• Support full and open competition procurements using trade-off and lowest price technically acceptable (LPTA) source selection approaches.
• Coordinate with Court financial staff to verify authorization and availability of funds before processing purchase requests.
• Ensure procurement activities comply with the Guide to Judiciary Policy, internal control procedures, local policies and procedures, and federal appropriations law.
• Maintain and support tracking of funds commitments, obligations, deobligations, and expenditures.
• Research and evaluate suppliers based on price, quality, selection, and service reliability and provide recommendations to the Contracting Officer.
• Assist with contract administration, including clarifying requirements, resolving conflicts, and monitoring vendor performance.
• Maintain comprehensive procurement documentation and records in accordance with judiciary record-retention requirements and audit standards. Support ongoing internal audit findings resolution efforts.
• Support procurement activities for facility-related projects, including furniture and furnishings, small construction and renovation projects, building services and maintenance contracts, infrastructure and equipment installation, facility security projects, and reimbursable work agreements with GSA.
• Maintain confidentiality and information security for sensitive procurement, pricing, Court, and vendor information.

Qualifications:

• 5+ years of progressively responsible federal contracting/procurement experience, including managing procurements cradle to grave from requirements development and solicitation through award, administration, and closeout.
• Federal procurement experience equivalent to the GS-11/GS-12 level.
• Demonstrated experience with Firm Fixed Price, Labor Hour, and Time & Materials contract types.
• Demonstrated experience conducting full and open competition procurements using trade-off and lowest price technically acceptable (LPTA) source selection methodologies.
• Experience processing awards and managing procurement activities using procurement writing systems such as PRISM and SAP.
• Knowledge of federal procurement regulations and federal appropriations law; knowledge of the Guide to Judiciary Policy, Volume 14 is preferred.
• Experience with inter-agency agreements/G-Invoicing and facility small construction projects, including repairs, renovations, and maintenance.
• A bachelor's degree in business administration, public administration, finance, or accounting is required.
• Must have an active or the ability to obtain Public Trust/facility access clearance and successfully complete the required background investigation.

Total Compensation: $40-$45/hr.
